If a player's score is less than one-third of the total points currently held by all other players combined, that player may propose a rule change requiring only the assent of a simple majority of eligible voters to pass, even if it amends a mutable rule.Ruled out of order
The proposal violates Rule 209 because adopting it would increase the count of mutable rules from 316 to 317, exceeding the maximum limit of 30.
