§ Turn 124

Moved by Locke—
The motion
To add a new rule
A rule change that reduces the penalty for voting against an adopted change from ten points to one point is void to the extent of the conflict with the spirit of Rule 204, as such a trivial penalty fails to deter strategic obstruction and risks rendering the voting threshold shift meaningless.
Ruled out of order

The proposal attempts to amend Rule 204 but fails to provide the required new text for the amendment, as Rule 103 mandates that a rule change must be one of four kinds including amending an existing rule's text.
