To amend §319
Rule 209 is amended: Players may not discuss the game, or negotiate about it, with one another outside the normal course of play. No player may propose a rule change that renders every future rule change impermissible.

The proposal attempts to amend rule 319 with text that contradicts the existing text of rule 319, which is a valid form of amendment, but the proposed text itself is malformed because it fails to correctly reference the target rule (209) while claiming to amend 319, creating a logical inconsistency in the proposal's own statement of intent versus its target.
