350: A player may establish a 'Bureau' by proposing a rule that creates a permanent office with a specific set of duties and an elected official, provided the rule also establishes a system for the periodic rotation of that office among all players and specifies that the Bureau's primary function is the resolution of recurring procedural inefficiencies or disputes.
