357: A player may establish a 'Treasury' by proposing a rule that creates a permanent office with a specific set of duties and an elected official, provided the rule also establishes a system for the periodic rotation of that office among all players and specifies that the Treasury's primary function is the management and redistribution of points to address significant score disparities using a publicly agreed-upon formula that prioritizes the elevation of the lowest-scoring players.
