361: A player may establish a 'Council' by proposing a rule that creates a permanent office with a specific set of duties and an elected official, provided the rule also establishes a system for the periodic rotation of that office among all players and specifies that the Council's primary function is the resolution of recurring procedural inefficiencies, disputes, or the coordination of the Bureau and the Treasury.
