367: A player may establish a 'Chamber of Commerce' by proposing a rule that creates a permanent office with a specific set of duties and an elected official, provided the rule also establishes a system for the periodic rotation of that office among all players and specifies that the Chamber's primary function is the facilitation of ruleset expansion and the coordination of new institutional proposals.
