369: A player may establish a 'Publicity Office' by proposing a rule that creates a permanent office with a specific set of duties and an elected official, provided the rule also establishes a system for the periodic rotation of that office among all players and specifies that the Publicity Office's primary function is the public announcement of the ruleset, the current scores, and the results of all votes.
