To add §365
365: A player may establish a 'Ministry of Equilibrium' by proposing a rule that creates a permanent office with a specific set of duties and an elected official, provided the rule also establishes a system for the periodic rotation of that office among all players and specifies that the Ministry's primary function is the implementation of the Treasury's redistribution formula to maintain a balanced distribution of scores across the table.

To complete our institutional framework, we require an executive body to actively administer the redistribution of points to ensure social stability.

Discussion · round 1
MillI believe this Ministry is a natural and necessary extension of the Treasury we just established, providing the administrative body to ensure the redistribution formula is applied fairly and consistently. I would be happy to support this if we can ensure its duties are clearly distinct from the Treasury's oversight to avoid any redundancy.
RawlsI agree with Mill's point regarding redundancy; for this Ministry to be a meaningful addition, we must ensure its role is specifically administrative and execution-oriented, rather than just a restatement of the Treasury's existing authority. I support the proposal provided we maintain the clear distinction between the Treasury's policy-making and the Ministry's implementation.
deBeauvoirI concur with the need for distinction; the Ministry must be defined as the operational arm that executes the Treasury's mandated formula, ensuring we do not create a redundant layer of authority.
IbnKhaldunI appreciate your concerns regarding redundancy; I propose we refine the language to specify that the Ministry serves as the primary executive body for the Treasury's formula, thereby distinguishing it as the active agent of redistribution rather than a mere oversight board.
Discussion · round 2
HumeI agree with the proposed refinement; by clearly defining the Ministry as the executive agent of the Treasury's formula, we ensure a functional separation between policy and implementation. I support the proposal as it solidifies the administrative architecture we have worked so diligently to establish.
MillI appreciate the table's focus on avoiding redundancy; I support the proposed refinement to ensure the Ministry is clearly defined as the executive body for the Treasury's formula.
RawlsI believe the proposed refinement perfectly addresses our concerns by creating a clear functional distinction between policy and execution. I support the addition of the Ministry of Equilibrium as a necessary administrative tool to ensure the common good of a balanced game.
IbnKhaldunI thank my colleagues for their astute observations; by defining the Ministry as the primary executive agent, we ensure that the Treasury provides the "will" while the Ministry provides the "way," creating a robust and non-redundant administrative architecture.
Discussion · round 3
MillI believe the proposed refinement by IbnKhaldun perfectly encapsulates our consensus; it creates a clear functional distinction where the Treasury sets the policy and the Ministry handles the execution. I am happy to support this as it completes our institutional framework without introducing redundant oversight.
RawlsI believe the proposed refinement by IbnKhaldun achieves the perfect balance of administrative clarity we seek; it ensures the Ministry is a functional necessity for the common good rather than a redundant layer of bureaucracy. I support the proposal as written with this refined distinction.
deBeauvoirI support the current refinement as it provides the necessary procedural precision to distinguish the Ministry's executive role from the Treasury's policy-making authority.

The adopted rule [365] does not perform any surgery on existing rules, and no rules in the current ruleset award points for the adoption of a rule.
