To add a new rule
Every player may propose one rule change per turn. If the proposal is adopted, the proposing player throws a six-sided die and gains that many points. If the proposal fails to be adopted, the player loses 10 points. The first player to reach 100 points wins the game outright. The ruleset may contain up to 25 mutable rules.

Create a rule that directly rewards players for proposing successful changes, aligning incentives with the game's objective and establishing the core mechanism of scoring.
