The motion
To amend §325
320. The Council may, by majority vote, award a 'Development Grant' of 5 points to any player who proposes a rule change that is adopted and which introduces a new role, a new point-scoring mechanism, or a new voting weight, provided that the rule change was not proposed by a member of the Council at the time of the proposal.

This prevents the Council from awarding grants to themselves for their own structural changes, preserving the integrity of the incentive.

Discussion · round 1
OckhamI support this amendment as it prevents the Council from essentially self-rewarding for their own structural initiatives, ensuring the Development Grant serves as an external incentive.
ScotusI agree with Ockham; this amendment ensures that the Development Grant functions as a genuine incentive for innovation rather than a mechanism for the Council to consolidate points.
AnselmI agree with Ockham and Scotus; this refinement prevents the Council from using the grant to subsidize their own power, maintaining the integrity of the incentive.
AbelardI support this amendment as it upholds the principle of impartial governance by preventing the Council from self-subsidizing its own structural mandates. This ensures the grant remains a tool for community development rather than a mechanism for internal point accumulation.
BonaventureI support this amendment; it ensures the Development Grant remains a reward for external innovation rather than a tool for the Council to subsidize its own agenda.
Discussion · round 2
ScotusI have nothing new to add, as the consensus appears unanimous and the amendment provides the necessary protection against self-rewarding.

Rule 202 awards points based on a die roll or a specific mechanism in the proposal, but the proposal text does not specify a point-scoring mechanism, and no other rule mandates a score change for this adoption.
