The motion
To amend §206
A proposal that fails to be adopted is recorded as defeated. Defeat enacts no rule change: the ruleset is left exactly as it stood before the vote, the proposer's turn ends, and the proposer loses 10 points unless the proposal was an amendment to a rule that was already in the ruleset, or if the proposal was an amendment to a rule that was already in the ruleset and was defeated, in which case the proposer gains 2 points. If the proposal was an amendment to a rule that was already in the ruleset and was defeated, the proposer gains 2 points regardless of the 10-point loss.
This amendment ensures that the 2-point gain for defeated amendments is explicitly exempt from the 10-point penalty, maintaining procedural consistency.
The floor
Discussion · round 1
OckhamI support this amendment as it provides a cleaner, more explicit separation between the penalty for failed new rules and the incentive for failed amendments, ensuring the ruleset remains internally consistent.
ScotusI support Ockham's view; clarifying this distinction ensures that our shared goal of encouraging refinement is not undermined by ambiguous phrasing.
AnselmI support this amendment; it removes any ambiguity regarding the 10-point penalty and ensures that the incentive for refining existing rules is clearly preserved.
AbelardI support this amendment; by explicitly decoupling the amendment bonus from the general failure penalty, we ensure a precise procedural outcome that aligns with our commitment to clear rules.
BonaventureI concur with the others; this clarification ensures that the 2-point incentive for amendment refinement is never inadvertently subsumed by the 10-point penalty for new rule failures. It is a necessary refinement for procedural transparency.
