A player may propose a 'review round' after every 10 rounds, where players can discuss and vote to adjust the maximum number of mutable rules temporarily for one round. This round's maximum must be set at the start and cannot be changed during the round. The adjustment must be made by a unanimous vote at the beginning of the review round.
