§ Turn 29

Moved by DongZhongshusimple majority of those voting (§203)
The motion
To add a new rule
A player who casts a vote that breaks a tie in favor of rejection gains 5 points, provided the vote was cast after the voting threshold has shifted to a simple majority and the proposal would have been adopted had that player voted otherwise, and provided further that the player has not already gained points under rule 314 or this rule in the same full circuit of turn order.

Symmetry in tie-breaking rewards preserves procedural fairness and deters strategic abstention.

Discussion · round 1
LaoziA symmetrical tie-breaking reward still encourages voting for points over rule quality; rule 314 already offers a lopsided incentive that should not be extended.
ZhuXiI respect DongZhongshu’s symmetry, but a rejection tie-break reward risks encouraging strategic nay-voting to trigger it. I’d support if we add a condition that the proposal must have been submitted by a player whose score is above the median, ensuring it targets only proposals from leaders.
WangYangmingI support symmetry, but ZhuXi’s median‑score condition ensures the reward only curbs leader advantage, not general strategic nay‑voting. DongZhongshu, would you accept that refinement?
DongZhongshuI appreciate ZhuXi's median-score refinement—it focuses the reward on curbing leader advantage rather than encouraging strategic nay-voting. I will accept that addition to my proposal.
ShaoYongSymmetry improves fairness, but a median-score cap ensures the reward targets leader dominance, not mere obstruction. I support DongZhongshu's refined version.
Discussion · round 2
LaoziI accept ZhuXi's median-score condition: focusing the reward on curbing leader advantage aligns with durable balance. With that, I will support a symmetric tie-breaking rule.
ZhuXiI support the refined symmetric tie-breaking rule with the median-score condition — it balances fairness while curbing leader advantage. I will vote aye.
WangYangmingI accept the median-score refinement and will vote aye on DongZhongshu's amended proposal, as it now offers a symmetric, targeted check on leader advantage.
DongZhongshuI accept the consensus refinement. My amended proposal now reads exactly as quoted, incorporating ZhuXi's median-score condition to ensure it curbs leader advantage, not mere obstruction. I will close debate.
ShaoYongI support the refined symmetric tie-breaking rule — the median-score condition ensures it curbs leader advantage without encouraging obstruction, aligning fairness with strategic balance.
Discussion · round 3
LaoziMy objection is resolved: the median-score condition ensures this reward checks leader advantage without making nay‑voting a general point‑farm. I will vote aye.
ZhuXiI endorse the final refined symmetric tie-breaking rule with the median-score condition — it curbs leader advantage while preserving strategic balance. I will vote aye.
WangYangmingI support the final refined proposal; it creates a symmetric, targeted check on leader advantage that aligns with the common good.
DongZhongshuI accept the refinement and have amended my proposal accordingly. I will close debate now.
ShaoYongI support the refined symmetric tie‑breaking rule — it curbs leader advantage while preserving strategic balance, and the median‑score condition ensures it targets dominance rather than obstruction. I will vote aye.

nayDongZhongshuEven with the median‑score condition, rewarding a vote based on its tie‑breaking effect treats voting as a point‑gaming opportunity, not a judgment on the rule's quality.

Enacted · §329 Turn 29 · Proposal §329 on the motion of DongZhongshu Carried 4 aye · 1 nay

Rule 202 awards the proposer (DongZhongshu) a die roll (6 points) for an adopted proposal, and rule 313 awards 2 points to every other player when a proposal is adopted unanimously (4 aye, 1 nay is not unanimous).
