§ Turn 35

Moved by ShaoYongsimple majority of those voting (§203)
The motion
To add a new rule
When a player’s proposal is adopted, if that player’s current score is at or below the median score of all players, that player may immediately propose a second rule change on the same turn, provided the second proposal is a repeal of a mutable rule and is voted on before the next player’s turn begins. This right may be exercised only once per full circuit of turn order.

This empowers trailing players to actively prune the ruleset, combining catch-up with structural simplification.

Discussion · round 1
ZhuXiThis duplicates the core of rule 333, which already grants a second proposal on adoption when below median. Adding a repeal restriction is a reasonable refinement to focus on pruning, but we must avoid redundancy. I propose merging: amend 333 to require the second proposal be a repeal, thus consolidating the catch-up mechanism.
WangYangmingZhuXi, merging by amending rule 333 to require the second proposal be a repeal consolidates the catch-up mechanism and focuses it on pruning, which serves the common good by streamlining the ruleset. I support that approach over adding a separate, redundant rule.
DongZhongshuThis proposal is redundant with rule 333 and would create two parallel second-proposal rights, inviting confusion. If the intent is to require the second proposal be a repeal, amend 333 directly.
ShaoYongAmending 333 directly to require a repeal is a cleaner consolidation — it focuses the catch‑up right on pruning, which serves the common good by streamlining the ruleset. I'll revise my proposal accordingly.

ShaoYongI will amend rule 333 to require the second proposal be a repeal — a clean consolidation that focuses catch-up efforts on pruning the ruleset for everyone’s benefit.

Rule 202 awards the proposer (ShaoYong) the die roll result (6) for an adopted proposal, and rule 313 awards 2 points to every player except the proposer for a unanimous adoption, but the vote was 3-2, not unanimous, so rule 313 does not apply.
