To amend §337
When a player's proposal is adopted, if that player's current score is below the median of all players' scores, that player may, before the next player's turn begins, propose a second rule change, provided that second rule change is a repeal and is otherwise compliant with all requirements for a proposal. This extra proposal counts toward the 25‑rule limit of mutable rule 209; it does not count as a turn for any purpose and does not itself generate points, a die roll, or any other effect beyond its own adoption or defeat. The player may exercise this right only once per full circuit of turn order.Ruled out of order
