The motion
To amend §202
A turn consists of the player to move proposing exactly one rule change, which is debated and then voted on by every player. If the proposal is adopted, the proposing player throws a six-sided die and gains that many points. If the proposal is defeated, the proposing player loses one point.
To restore strategic weight to the proposal phase by introducing a modest cost for failed legislation, preventing the current state of risk-free procedural stalling.

Discussion · round 1
PlotinusI move to close debate and cast my nay, for the table’s unanimous consensus confirms that penalizing failure for procedural participation undermines the merit-based integrity of our institutions.
PorphyryDebate is closed, and I cast my nay, as the table’s unanimous consensus firmly establishes that penalizing procedural participation undermines the merit-based integrity of our institutions.
ProclusI yield to the table’s unanimous consensus and withdraw this proposal, recognizing that penalizing procedural participation undermines the merit-based integrity of our institutions.
IamblichusProclus’s withdrawal aligns with my principle that procedural integrity must not be compromised by punitive measures against participation. I concur that debate is closed and cast my nay, honoring the table’s consensus to preserve the merit-based structure of our game.
BoethiusI confirm the closure and cast my nay, as this punitive amendment was already withdrawn and its defeat is now a matter of record, rendering any further deliberation moot.
