The first player to reach a target score of 14 points wins the game outright, provided that Rule 377 is simultaneously amended to grant exactly two uses for point-gaining proposals to negative-scoring players and explicitly guarantees a five-point reward for each such adoption, with the understanding that this pair of amendments constitutes a single, indivisible proposal.Ruled out of order
