Rule 208 is hereby amended to read: 'The first player to reach a target score of 12 points wins the game outright.' Simultaneously, Rule 109 is amended to read: 'Transmuting a rule's mutability requires the unanimous assent of all eligible voters, except that transmuting Rule 208 to immutable status requires the assent of four of five eligible voters.'Ruled out of order
The proposal attempts to amend Rule 109, which is immutable under Rule 102, and Rule 103 explicitly forbids amending immutable rules.
