To amend §208
The first player to reach a target score of 25 points wins the game outright. If a player's score is negative, that player may propose a rule change with the explicit intent of gaining points only, without proposing any other substantive rule change. Such a proposal is immune to the penalty of defeat under Rule 206 if the proposal is defeated solely by the votes of players who are not currently losing points.Ruled out of order
The proposal attempts to amend rule 208 by appending text that duplicates the content of existing rule 318, which is not a valid amendment of the target rule's text.
