§ Turn 16

Moved by Heraclitusunanimous consent required until two full circuits have passed (§203)
The motion
To amend §203
A rule change is adopted only when every eligible voter votes aye — unanimous consent — except that after the ruleset holds exactly 25 mutable rules, the threshold permanently drops to a simple majority of those voting.

Clarifying the voting threshold to depend on the mutable rules limit makes the rule more durable and less reliant on turn count.
