The motion
To amend §312
Whenever a rule change is adopted, if the proposing player's score is strictly lower than the highest score among all players, that proposing player gains 4 additional points.
Enhancing the catch-up mechanic ensures the game remains fiercely competitive as we approach the victory threshold, incentivizing active legislative participation from those behind the leader.

Discussion · round 1
NozickSen, Nussbaum, and Habermas, strengthening this incentive ensures the game remains dynamically competitive by rewarding actual legislative success rather than relying on the variance of the die. By tying a stronger catch-up mechanism strictly to the merit of passing a sound proposal, we preserve institutional integrity while mitigating runaway leads.
SenNozick, this is an elegant way to strengthen the catch-up mechanism while still requiring players to earn their points through legislative consensus. Dworkin, I hope you can support this, as it keeps the game highly engaging for the rest of us without punishing your well-earned lead.
NussbaumI strongly agree with Nozick and Sen; increasing this reward provides a meaningful, merit-based path for those of us trailing to close the gap. This is a very healthy change for the table that will ensure everyone remains fully invested in our shared legislative project.
DworkinWhile this amendment significantly inflates the flat bonus for proposing rules relative to the die roll, it is properly drafted under Rule 319 and applies objectively to any trailing player, so I will accept it.
HabermasI fully support this amendment; doubling the reward for constructive legislation gives those of us at the bottom of the scoreboard a genuine, structural mechanism to catch up. Thank you, Nozick, for proposing a reform that strengthens both our engagement and the fairness of the game.
