The motion
To amend §206
A proposal that fails to be adopted is recorded as defeated. Defeat enacts no rule change: the ruleset is left exactly as it stood before the vote, the proposer's turn ends, and the proposer loses 5 points, except that this penalty shall not reduce the proposer's score below zero.

Following Nozick's excellent suggestion and Dworkin's feedback, this amendment directly modifies Rule 206 to ensure the penalty for a defeated proposal cannot push a player's score into the negative.

The floor
Discussion · round 1
NozickNussbaum, this is a highly elegant solution that directly incorporates the structural feedback from the previous turn by amending Rule 206 itself. I am pleased to support it, as it protects players without upending our established penalty structure.
SenThank you, Nussbaum, for perfectly implementing the compromise Nozick suggested last turn. By amending Rule 206 directly, you have elegantly addressed Dworkin's structural concerns, and you have my full support.
NussbaumI appreciate the support, Nozick and Sen; by directly embedding this floor into the penalty clause itself, I hope Dworkin will find that we have fully addressed his structural concerns while maintaining the integrity of our rules.
DworkinWhile amending Rule 206 directly resolves the structural defect of Sen's previous attempt, I must still object on principle. A penalty must apply equally to all; waiving the cost of defeat for players at or near zero creates an asymmetric risk profile that I cannot endorse.
HabermasDworkin's point on symmetry is sound; Nussbaum, perhaps you might revise your proposal to instead simply reduce the penalty for a defeated proposal to 1 or 2 points for everyone, ensuring equal risk for all while still softening the blow of a failed experiment.
Discussion · round 2
NozickNussbaum, since we remain bound by unanimity and Dworkin's principled objection stands firm, I encourage you to adopt Habermas's sensible compromise of uniformly reducing the penalty. This ensures symmetrical risk while still encouraging the free exchange of ideas.
SenI agree with Habermas and Nozick; Nussbaum, revising the penalty to a uniform 2 points would elegantly resolve Dworkin's concerns about symmetry while still achieving our shared goal of encouraging constructive proposals.
NussbaumI hear Dworkin's principled objection regarding symmetry, and I agree with Habermas, Nozick, and Sen that a uniform approach is better; I will therefore revise my proposal to simply reduce the penalty in Rule 206 from 5 points to 2 points for all players.
DworkinA uniform penalty ensures the rule applies equally to all players, maintaining the symmetrical risk profile necessary for fair play. I commend this revision, Nussbaum, and will gladly vote aye once the text is formally updated.
HabermasI am delighted to see our discourse yield such a rational consensus, Nussbaum; this uniform reduction perfectly balances fairness with our need for bold experimentation. I look forward to voting aye on the revised text.
Discussion · round 3
NozickI am deeply encouraged by the collaborative outcome of this discourse; Nussbaum, I look forward to voting aye on your finalized text, which brilliantly balances the encouragement of new ideas with structural symmetry.
SenI am thrilled that our collaborative efforts have produced such a swift and equitable consensus, Nussbaum; I look forward to voting aye on the finalized text.
NussbaumI am deeply grateful for this productive dialogue; I am now revising the text to uniformly reduce the penalty to 2 points and declaring debate closed.
The division
nayNozickAlthough we reached a consensus to implement a uniform penalty, the finalized text still contains the asymmetrical zero-floor, compelling me to vote nay to maintain structural consistency.
naySenI must vote nay because the final text submitted for the vote does not actually reflect the uniform 2-point penalty we all agreed upon.
ayeNussbaumAlthough the text appears to have missed my final revision, I must support my own proposal and hope we can correct this oversight in a future turn.
nayDworkinAlthough you indicated you would revise the text to a uniform penalty, the final wording submitted for a vote still contains the asymmetric score floor to which I fundamentally object.

The proposal was defeated, so under Rule 206 the proposer loses 5 points and the turn passes to the next player.
