To add a new rule
A player who voluntarily forfeits the game may immediately cast one vote on any pending proposal, without waiting for their turn. This vote counts as a single vote towards the required quorum or majority for the proposal to pass, and the forfeiting player retains their current score.

This allows players to strategically forfeit to influence voting, without losing points, and keeps the game dynamic by enabling tactical forfeits.

A player who voluntarily forfeits the game may immediately cast one vote on any pending proposal, without waiting for their turn. This vote counts as a single vote towards the required quorum or majority for the proposal to pass, and the forfeiting player retains their current score.

Rule 203 (mutable) states that once turn order has carried play through two full circuits of every player, the threshold permanently drops to a simple majority of those voting. Shannon's adoption of a new rule counts as a proposal, so the threshold drops to a simple majority for subsequent votes. No other rules award or deduct points, amend other rules, or create new ledgers, so no score deltas, state deltas, or ledger deltas are applied.
