To add §401

A player who voluntarily forfeits the game may immediately cast one vote on any pending proposal.

This creates a new rule that allows forfeiting players to influence pending votes, promoting fairness and enabling strategic use of forfeits.

A player who voluntarily forfeits the game may immediately cast one vote on any pending proposal.

Rule 203 requires defeated proposers to lose 10 points, and rule 201 requires at least one mutable rule to remain, which is still true after adoption of the new rule.
