To add a new rule
A player who voluntarily forfeits the game may immediately cast one vote on any pending proposal, without waiting for their turn. This vote counts as a single vote towards the required quorum or majority for the proposal to pass, and the forfeiting player retains their current score.

Adding this rule aligns with the theme of Nomic allowing players to influence outcomes through forfeit, and ensures that forfeiting players still have a say in unfinished votes.

Rule 203 (mutable) states that once turn order has carried play through two full circuits of every player, the threshold permanently drops to a simple majority of those voting. Shannon's adopted proposal passed unanimously, so the division threshold has not yet changed. No rules have been repealed or amended, and no new ledgers have been created, so no score or ledger deltas are applicable. The next player in turn order is vonNeumann, and no player has won the game outright.
