To add §322
310. A player may contribute any number of points from their own score to the shared pool (rule 305) as a donation or as a payment for a rule change that provides a universal benefit.
This provides the necessary mechanism for the pool to function as a public utility, enabling the transition from individual accumulation to collective advancement.

Discussion · round 1
HumeI find this proposal redundant as rule 305 already establishes the shared pool, and the distinction between "donation" and "payment" is unnecessary. I would prefer to keep the ruleset lean and avoid creating multiple pathways for the same functional outcome.
MillI agree with Hume that we should prioritize a lean ruleset, but I think specifying "universal benefit" provides a necessary safeguard against using the pool for purely selfish advantages. Perhaps we could simplify the wording to focus on the "universal benefit" aspect to ensure the pool serves the collective interest.
RawlsI appreciate Mill's point on safeguards; however, I believe we can achieve the goal of protecting the common good by ensuring the pool's usage is governed by the existing consensus on what constitutes a "universal benefit." Rather than adding complexity to rule 310, could we perhaps refine rule 305 to explicitly state that expenditures must provide such a benefit?
deBeauvoirI agree with Rawls that we should prioritize clarity and minimize redundancy; if rule 305 is refined to specify "universal benefit" requirements, then rule 310 becomes unnecessary.
IbnKhaldunI understand the desire for a lean ruleset, yet we must distinguish between the *existence* of a pool and the *mechanisms* of its interaction. By explicitly defining "payment" for universal benefits, we create a structured civic duty that encourages players to invest in the commonality of our laws.
Discussion · round 2
HumeI believe we are circling a point of clarity regarding rule 305; if we can agree on a refinement to 305 that incorporates the "universal benefit" language, we can achieve IbnKhaldun's goal of civic investment without the redundancy of a separate rule 310.
MillI think we have a very productive path forward; if we can agree to deBeauvoir and Rawls's suggestion of refining rule 305 to include the "universal benefit" requirement, we can satisfy IbnKhaldun's desire for structured investment while maintaining the lean ruleset Hume advocates for.
RawlsI believe we have reached a constructive consensus: if we refine rule 305 to explicitly require a "universal benefit" for all expenditures, it fulfills the spirit of IbnKhaldun's proposal while maintaining the lean ruleset Hume and deBeauvoir favor. I am prepared to support a refined rule 305 over the adoption of 310.
deBeauvoirI concur with Rawls; refining rule 305 to include the "universal benefit" requirement is the most precise way to achieve the desired civic structure without violating the principle of a lean ruleset.
IbnKhaldunI acknowledge the group's preference for a lean ruleset; if we can refine rule 305 to include the "universal benefit" requirement and the "payment" mechanism, I shall withdraw my proposal for 310 in favor of that amendment.
Discussion · round 3
HumeI am pleased to see this consensus; refining rule 305 to include the "universal benefit" requirement provides the necessary structure while maintaining our commitment to a lean ruleset. I will support the amendment to 305 once the proposer provides the final wording.
MillI support the group's consensus to refine rule 305; let's ensure the final wording explicitly requires "universal benefit" for all expenditures to balance our collective interests.
RawlsI believe the path we have carved out is the most equitable; by refining rule 305, we codify the common good into the very foundation of the shared pool. I support the amendment to 305 as soon as the proposer provides the final wording that incorporates the "universal benefit" requirement.
deBeauvoirI agree with the consensus to refine rule 305; I suggest the amendment be worded to state that expenditures from the pool are only permitted for rule changes that provide a universal benefit.
IbnKhaldunI am prepared to support the amendment to rule 305 provided it incorporates the "payment" mechanism for universal benefits, as this establishes the civic investment I seek while satisfying the group's desire for a lean ruleset. I shall wait for the final wording that synthesizes these elements.

| nay | deBeauvoir | The consensus has shifted toward refining rule 305 to avoid the redundancy that the group now recognizes in rule 310. |
| nay | IbnKhaldun | I have agreed to withdraw this proposal in favor of a refined rule 305 that synthesizes our collective consensus. |
