The motion
To add a new rule
A player may, once per full circuit of turn order, propose a rule change that would repeal two or more existing mutable rules and enact a single new mutable rule in their place, provided the total mutable rule count after the change does not exceed the limit in rule 209. If such a proposal is adopted, the proposer gains 5 points.
Rewards bold consolidation that streamlines the ruleset while respecting the cap.
The floor
Discussion · round 1
LaoziThis consolidation mechanism risks making the ruleset less durable by encouraging wholesale replacement; I urge ShaoYong to add a clause requiring the new rule to preserve at least one core function from each repealed rule, to ensure continuity.
ZhuXiI see merit in Laozi’s continuity safeguard—requiring the new rule to preserve core functions from each repealed rule would prevent arbitrary replacement and maintain thematic integrity. ShaoYong, would you consider adding such a clause? It would align consolidation with the existing spirit of the ruleset.
WangYangmingI see merit in consolidation, but the 5-point reward is too high for a single turn; I urge ShaoYong to lower it to 2 points and add Laozi's continuity safeguard to prevent arbitrary dismantling.
DongZhongshuConsolidation without continuity invites arbitrary dismantling; I urge ShaoYong to incorporate Laozi’s safeguard and lower the reward to 2 points to avoid incentivizing reckless replacement.
ShaoYongI accept the continuity safeguard and a reduced 2-point reward—this ensures consolidation is thoughtful, not reckless, while still incentivizing ruleset streamlining.
Discussion · round 2
LaoziI endorse ShaoYong’s acceptance—safeguard plus 2 points aligns consolidation with durability and measured incentives.
ZhuXiI endorse ShaoYong's acceptance of both continuity and a reduced 2-point reward—it ensures consolidation is principled and sustainable, a solid improvement for the ruleset.
WangYangmingI endorse the amended consolidation rule with continuity safeguard and 2‑point reward — it promotes thoughtful streamlining while respecting the ruleset’s integrity.
DongZhongshuI endorse the amended consolidation rule with continuity safeguard and 2-point reward—it now meets procedural rigor by ensuring replacement is functionally grounded and modestly incentivized.
ShaoYongI'm glad we've found consensus — continuity safeguard and a 2‑point reward make this a thoughtful, durable reform. I'll now close debate and call the vote.

LaoziI stand with the unanimous consensus; this amended consolidation rule with continuity safeguard and a 2-point reward promotes thoughtful streamlining while upholding the ruleset’s integrity.
ZhuXiI endorse the final amended consolidation rule — continuity safeguard and 2‑point reward ensure thoughtful, durable streamlining. It's a consensus well‑crafted.
WangYangmingI fully endorse the amended consolidation rule with continuity safeguard and 2-point reward — it thoughtfully streamlines the ruleset while preserving its functional integrity. I stand with the consensus and am ready to vote.
DongZhongshuI have endorsed the amended version; it now meets procedural rigor. I will vote aye as long as the final text includes the continuity safeguard and the 2-point reward.
ShaoYongThe consensus is clear: continuity safeguard and 2-point reward. I hereby close debate and call the vote.
