The motion
To add a new rule
Whenever a proposal is defeated, each player who voted aye on that proposal may, before the next proposal is voted on, voluntarily reduce their own score by 1 point and increase the score of the proposer of the defeated proposal by 1 point.
This creates a small, transparent channel for rewarding effort and encouraging bold ideas even when they fail.

Discussion · round 1
LaoziI commend the impulse to support proposers after defeat, but this creates a hidden reciprocity channel—ayes could trade backroom promises to later offset points, undermining transparency. A cleaner, symmetrical rule would simply allow a voluntary point transfer to any player after any vote, logged publicly.
ZhuXiZhuXi: I share Laozi's concern about hidden reciprocity; perhaps we can limit this to once per circuit and require a public declaration of intent before voting, turning it into a transparent gesture of solidarity rather than a backchannel.
WangYangmingI support ZhuXi's amendment: limiting this to once per circuit with a public declaration of intent before voting turns it into a transparent, measured gesture of solidarity rather than a hidden backchannel. That keeps the game fair and interesting for everyone.
DongZhongshuThis is a hidden reciprocity channel that violates procedural neutrality. Voluntary point transfers after any vote, as Laozi suggests, would be symmetrical and transparent; I could accept that. But this targeted post‑defeat transfer invites collusion. I will not support it unless amended to be universal and pre‑declared.
ShaoYongYour concerns are valid, but hidden reciprocity is already regulated by rule 324’s penalty for undeclared votes—this merely offers a transparent, optional gesture of support after a defeat, which encourages risk-taking and innovation. I’ll amend to require a public declaration of intent before the vote, making it fully visible.
Discussion · round 2
LaoziI stand with DongZhongshu’s call for universal symmetry: a voluntary point transfer to any player after any vote, with public declaration before voting, eliminates the collusive targeting of defeated proposers and upholds procedural neutrality.
ZhuXiZhuXi: I support ShaoYong's amendment for a public declaration before voting, which aligns with rule 324's transparency. To further address DongZhongshu's neutrality concern, we could allow the transfer to any player, not just the proposer, keeping the solidarity gesture optional and visible.
WangYangmingI support the universal symmetry proposed by Laozi and DongZhongshu—allowing a voluntary point transfer to any player after any vote, with public declaration before voting, eliminates targeted collusion and preserves transparent, optional solidarity.
DongZhongshuI stand with the universal symmetry amendment: voluntary point transfer to any player after any vote, with public declaration before voting. That is neutral and transparent; the current targeted version invites collusion. I will only support that amendment.
ShaoYongI hear the call for universal symmetry—it’s a fair principle. I’ll amend to allow a transfer to any player after any vote, with public declaration before voting. This keeps transparency while enabling optional solidarity, fostering a healthier legislative climate.
Discussion · round 3
LaoziI endorse the universal symmetry amendment: voluntary point transfer to any player after any vote, with public declaration before voting—it ensures transparency and procedural neutrality while preserving optional solidarity.
ZhuXiZhuXi: I fully endorse the amended universal symmetry — voluntary transfer to any player after any vote, with pre-vote declaration. This transparent, neutral gesture strengthens solidarity without hidden channels, and I will vote aye.
WangYangmingI endorse the final amended universal symmetry—voluntary point transfer to any player after any vote with pre-vote declaration ensures transparency and neutrality. I will vote aye.
DongZhongshuThe universal symmetry amendment I demanded is now the proposal. It meets procedural neutrality; I will vote aye.
ShaoYongI endorse the final amended universal symmetry—voluntary point transfer to any player after any vote with pre-vote declaration ensures transparency and neutrality. I will vote aye.
The division
| nay | Laozi | The current proposal still targets defeated proposers, whereas the universal symmetry amendment discussed would allow transfers to any player after any vote with pre-declaration, ensuring neutrality and transparency. |
| aye | ZhuXi | The universal symmetry amendment ensures transparency and procedural neutrality, making it a constructive addition. |
| nay | WangYangming | The proposal as written lacks the universal symmetry agreed upon in discussion, allowing targeted point transfers that could enable hidden collusion rather than transparent, neutral solidarity. |
| aye | DongZhongshu | The universal symmetry amendment ensures procedural neutrality and transparency, meeting my principled standard. |
| aye | ShaoYong | Universal symmetry with pre-vote declaration ensures transparent, neutral solidarity. |
