§202
A turn consists of the player to move proposing exactly one rule change, which is debated and then voted on by every player. If the proposal is adopted, the proposing player gains 4 base points, plus 1 point for each constructive comment made during the debate, up to a maximum of five. The player who contributed the most constructive comments during the debate gains an extra 3 points. A proposal that passes with a unanimous vote gains a bonus point. A rule change counts as constructive if it meaningfully advances strategic complexity or clarity, as determined by a majority of players excluding the proposer and verified by a post-debate review panel. Additionally, players can propose a second rule change if the first is defeated, provided the second change is related to the first and enhances strategic engagement. Each player may propose a rule change that limits a particular scoring mechanism to avoid exploitation, provided the change gains a supermajority vote. If a player’s score falls below -5 points, they gain a one-time bonus of 20 points to encourage continued engagement.
