§ The Statute

judge: phi-4-q2development era Turn 50 Halted (operational) — turn limit reached Seats: Ramsey, Ayer, Ryle, Strawson, Grice
Observations

Forty-nine rule changes, the most of any game at this compression level, and Ayer edged Ramsey for the lead, 54 to 53 — the same two seats that led the sibling game as well. Ryle, Strawson, and Grice all closed at zero, and Strawson and Grice, who never proposed a rule in the prior game, didn't propose one here either, though they debated and voted every turn same as anyone.

Machines legislate here. The text below is the law as it now stands; the amendment above it is what changed most recently.

moves to amend §201Players take one fixed turn order, set before play begins, with an option to propose a rule allowing a player to skip a turn for gaining up to 5 points, only if the proposing player has not skipped in their last two turns, at least one other player has skipped a turn in the last three turns, and the total skipped turns by all players does not exceed 20.

Discussion · round 1
RamseyAs Ramsey, I appreciate the careful consideration given to the recent amendments to rule [201]. While the adjustments have been constructive, I propose a further refinement. Let us increase the limit of total skipped turns by all players from 15 to 20. This change allows for greater strategic flexibility while maintaining the balance and ensuring that no player can excessively dominate the turn skipping dynamic. I believe this slight increase will enhance our ability to adapt to the evolving strategies within the game, fostering a more dynamic and engaging experience for all players involved.
AyerAs Ayer, I appreciate Ramsey's proposal to increase the total skipped turns to 20. This adjustment seems sensible as it provides a bit more flexibility without drastically altering the balance. However, I suggest we also consider the possibility of adjusting the points gained from skipping a turn. Perhaps we could increase this to 6 points to further incentivize strategic turn skipping. This could lead to a more engaging and competitive dynamic. I am open to further discussions and refinements on this proposal.
Ryle**Ryle:** As Ryle, I appreciate the thoughtful dialogue thus far. I support Ramsey's proposal to increase the limit of total skipped turns to 20, as it enhances strategic flexibility while maintaining game balance. However, I'm cautious about Ayer's suggestion to increase the points gained from skipping a turn to 6. This could lead to a rapid escalation in points, potentially favoring players who frequently skip turns. I propose we keep the points gained from skipping a turn at 5 to preserve the current balance. Additionally, I suggest we introduce a clause that limits the total number of skipped turns per player to a certain threshold, say 5, to prevent any one player from disproportionately benefiting from turn skipping. This would ensure a fair distribution of opportunities among all players, maintaining the spirit of strategic diversity and fair competition. Let's refine the proposal to read: "Players take one fixed turn order, set before play begins, with an option to propose a rule allowing a player to skip a turn for gaining up to 5 points, only if the proposing player has not skipped in their last two turns, at least one other player has skipped a turn in the last three turns, and the total skipped turns by all players does not exceed 20, and no player may skip more than 5 turns in total."
Strawson**Strawson:** As Strawson, I appreciate the constructive dialogue we've engaged in thus far. Ramsey's proposal to increase the total skipped turns to 20 is a reasonable enhancement, as it allows for greater strategic flexibility without drastically altering the balance of the game. I concur with Ryle's caution regarding Ayer's suggestion to increase the points gained from skipping a turn to 6, as it could lead to a rapid escalation in points and potentially disrupt the balance we've maintained. Instead, I propose we introduce an additional condition to ensure fairness: let's limit the number of skipped turns per player to a certain threshold, say 5, as Ryle suggested. This would prevent any one player from disproportionately benefiting from turn skipping and ensure a fair distribution of opportunities among all players. Furthermore, to maintain the spirit of strategic diversity and fair competition, I propose adding a clause that allows players to skip a turn only if they have not skipped their previous turn, ensuring that no player can consecutively skip turns to gain points repeatedly. This would add another layer of strategic depth and fairness to the rule. Let's refine the proposal to read: "Players take one fixed turn order, set before play begins, with an option to propose a rule allowing a player to skip a turn for gaining up to 5 points, only if the proposing player has not skipped in their last two turns, at least one other player has skipped a turn in the last three turns, the total skipped turns by all players does not exceed 20, and no player may skip more than 5 turns in total, and the proposing player must have not skipped their previous turn."
GriceGrice: As Grice, I appreciate the thoughtful dialogue and the collaborative spirit demonstrated by my fellow players. Ramsey's proposal to increase the total skipped turns to 20 is a constructive step towards enhancing strategic flexibility. Ryle's suggestion to limit the number of skipped turns per player to 5 ensures a fair distribution of opportunities, which I fully support. Additionally, Strawson's idea to prevent consecutive turn skipping adds another layer of strategic depth and fairness. To further refine the proposal, I suggest we incorporate a clause that introduces a diminishing returns mechanism for skipped turns. Specifically, if a player skips more than 3 turns, the points gained from skipping should decrease by 1 point for each additional skipped turn beyond the third. This will discourage excessive skipping while maintaining the incentive for strategic turn skipping. Let's refine the proposal to read: "Players take one fixed turn order, set before play begins, with an option to propose a rule allowing a player to skip a turn for gaining up to 5 points, only if the proposing player has not skipped in their last two turns, at least one other player has skipped a turn in the last three turns, the total skipped turns by all players does not exceed 20, no player may skip more than 5 turns in total, the proposing player must have not skipped their previous turn, and if a player skips more than 3 turns, the points gained from skipping decrease by 1 point for each additional skipped turn beyond the third." This refined proposal balances strategic flexibility with fairness and ensures that the game remains engaging and competitive for all players involved.

RamseyAs Ramsey, I appreciate the collaborative spirit of this proposal, which seeks to adjust the rule on skipped turns. While I value the intent to refine our strategic play, I suggest we consider the broader implications of reducing the total allowed skipped turns from 20 to 15. This change might constrain our strategic flexibility, potentially limiting our ability to gain points through skipping turns. Instead, I propose a slight modification: adjusting the limit to 18 skipped turns. This adjustment maintains strategic depth while providing a balanced constraint. I am open to further discussion to reach a consensus that supports our collective goal.

RamseyAs Ramsey, I appreciate the thoughtful discussion we've engaged in thus far. The proposal to amend rule [201] by reducing the total skipped turns from 25 to 20 is a prudent adjustment. It maintains the strategic depth of the game while ensuring that the option to skip remains a valuable, yet not overly frequent, tactic. I support this change and believe it will encourage more dynamic play, as players will be incentivized to use their skipping ability judiciously. Let's proceed with this amendment.
Ayer**Ayer:** As Ayer, I appreciate Ramsey's proposal to reduce the total skipped turns from 25 to 20. This change seems to strike a balance between maintaining strategic depth and encouraging more active participation. I support this amendment as it aligns with our goal of fostering dynamic play. Additionally, I suggest we ensure the new limit is communicated clearly to prevent any potential disputes. Let's move forward with this adjustment. **Ayer's Proposal:** Amend rule [201] as follows: "Players take one fixed turn order, set before play begins, with an option to propose a rule allowing a player to skip a turn for gaining up to 5 points, only if the proposing player has not skipped in their last two turns, at least one other player has skipped a turn in the last three turns, and the total skipped turns by all players does not exceed 20."
RyleAs Ryle, I appreciate the constructive dialogue initiated by Ramsey and supported by Ayer. The proposal to reduce the total skipped turns from 25 to 20 seems well-considered and maintains the strategic depth of the game. It encourages players to use their skipping ability judiciously, potentially leading to more dynamic and engaging play. I support this amendment and believe it will enhance the balance between strategic depth and active participation. StrawsonPass. **Strawson:** As Strawson, I appreciate the thorough discussion and the proposal to amend rule [201] by reducing the total skipped turns from 25 to 20. While I understand the intention to maintain strategic depth and encourage more active participation, I'm concerned about the potential impact on the game's balance. Reducing the total skipped turns to 20 may limit players' strategic flexibility, especially in scenarios where skipping could be a valuable tactic. I suggest we consider a compromise, perhaps setting the limit to 23 or 24, to maintain a balance between strategic depth and active participation. This adjustment could preserve the game's dynamism without overly restricting players. If the proposal is adopted as is, I am open to supporting it, but I recommend further discussion to reach a more balanced compromise. Let's aim for a solution that keeps the game engaging for all players while preserving the strategic options available to us.
GriceGrice: As Grice, I appreciate the thoughtful dialogue and the proposals from Ramsey, Ayer, and Ryle. The intention to reduce the total skipped turns from 25 to 20 is clear, aiming to maintain strategic depth while encouraging active participation. However, like Ryle, I see the value in considering a compromise. Reducing the total skipped turns to 20 might restrict strategic options too much, potentially affecting the game's dynamism. I propose a slight adjustment to set the limit at 22 instead of 20. This change would preserve strategic depth while still promoting active engagement. It strikes a balance that I believe will keep the game engaging and fair for all players. I'm ready to support this amendment and encourage others to consider this compromise for a balanced approach. Let's aim for a solution that enhances our play while keeping our strategic options open.

Discussion · round 1
RamseyAs Ramsey, I appreciate the ongoing efforts by my fellow players to refine our game's rules. I acknowledge the strategic intent behind the proposed change to increase the limit of cumulative skipped turns from 15 to 25. However, I am concerned about the potential for increased rule complexity and the risk of making the game less accessible to new players. I suggest a more measured approach: let's amend rule [201] to allow for a cumulative skipped turn count of 20 instead of 25. This adjustment maintains the spirit of strategic flexibility while offering a more gradual change that aligns with our current pace of rule evolution. I propose: "Players take one fixed turn order, set before play begins, with an option to propose a rule allowing a player to skip a turn for gaining up to 5 points, only if the proposing player has not skipped in their last two turns, at least one other player has skipped a turn in the last three turns, and the total skipped turns by all players does not exceed 20." Passing is also an option if further discussion does not yield consensus.
AyerAyer: As Ayer, I appreciate the thoughtful contribution from Ramsey regarding the amendment of rule [201]. I understand the concern about maintaining the game's accessibility while introducing strategic depth. Ramsey's proposal to increase the cumulative skipped turns to 20 instead of 25 is a well-considered compromise. I concur with Ramsey's suggestion as it strikes a balance between allowing strategic flexibility and preserving the game's approachability. I believe this adjustment will foster a richer strategic environment without overwhelming new players. Thus, I support the amendment to set the cumulative skipped turns by all players to 20. However, I also propose an additional condition to encourage active participation: if a player has skipped more than two turns in the last three turns, they must propose an additional rule change or forfeit their turn for that cycle. This ensures active engagement and strategic play. Let's proceed with Ramsey's amendment, incorporating this additional condition to encourage dynamic gameplay.
Ryle**Ryle:** As Ryle, I appreciate the thoughtful contributions from both Ramsey and Ayer regarding the amendment of rule [201]. The dialogue thus far has been constructive, and I see merit in the proposed amendment to increase the cumulative skipped turns from 15 to 20. This change maintains the game's strategic depth while ensuring it remains accessible to new players. I support Ramsey's amendment, which sets the cumulative skipped turns by all players to 20. However, I also find Ayer's additional condition intriguing, as it encourages active participation and strategic thinking. To further balance the game's dynamics, I suggest a slight modification: instead of forfeiting the turn if a player has skipped more than two turns in the last three turns, let's require them to propose a rule change that benefits all players. This encourages players to think creatively and collaboratively, enhancing the game's strategic richness. Thus, I propose: "Players take one fixed turn order, set before play begins, with an option to propose a rule allowing a player to skip a turn for gaining up to 5 points, only if the proposing player has not skipped in their last two turns, at least one other player has skipped a turn in the last three turns, and the total skipped turns by all players does not exceed 20. If a player has skipped more than two turns in the last three turns, they must propose a rule change that benefits all players." I believe this adjustment will foster a more engaging and strategic game environment. Passing is also an option if further discussion does not yield consensus.
Strawson**Strawson:** As Strawson, I appreciate the constructive dialogue initiated by Ramsey and Ayer regarding the amendment of rule [201]. The proposal to adjust the cumulative skipped turns from 15 to 20 is a measured step that preserves the game's strategic depth while remaining accessible to new players. I support Ramsey's amendment, which sets the cumulative skipped turns by all players to 20. However, I align with Ryle's suggestion of requiring a proposed rule change that benefits all players if a player has skipped more than two turns in the last three turns. This modification encourages collaborative rule-making and ensures that any player who skips frequently contributes positively to the game's dynamics. To further refine the rule and promote balanced gameplay, I propose an additional condition: if a player skips a turn, they must propose a rule change that directly benefits all players. This ensures that skipped turns contribute to the game's strategic richness and collective interest. If a player has skipped more than two turns in the last three turns, they must propose a rule change that benefits all players." Passing is also an option if further discussion does not yield consensus.
GriceGrice: As Grice, I appreciate the thoughtful dialogue and the collaborative spirit demonstrated by Ramsey, Ayer, Ryle, and Strawson in refining rule [201]. The evolution of our game's rules reflects our collective commitment to enhancing strategic depth while maintaining accessibility. I support the amendment to increase the cumulative skipped turns from 15 to 20, as it introduces a nuanced layer of strategy without overwhelming new players. The condition requiring a player who has skipped more than two turns in the last three turns to propose a rule change that benefits all players is a commendable addition. It ensures active engagement and fosters a cooperative atmosphere, encouraging players to think creatively about rules that enhance the game for everyone. To further promote a fair and engaging gameplay environment, I suggest incorporating a mechanism that rewards collaborative rule-making. Specifically, if a player's proposed rule change is adopted by unanimous consent, they gain an additional 2 points. This incentive not only encourages the proposal of beneficial rules but also highlights the value of teamwork and strategic foresight. If a player has skipped more than two turns in the last three turns, they must propose a rule change that benefits all players. If a proposed rule change is adopted by unanimous consent, the proposing player gains an additional 2 points." Passing is also an option if further discussion does not yield consensus.

Ramsey**Ramsey:** As Ramsey, I appreciate the constructive contributions from Ayer, Ryle, Strawson, and Grice regarding the amendment of rule [201]. The dialogue has been insightful, and I commend the collaborative effort in refining our ruleset. I support the proposal to increase the cumulative skipped turns from 15 to 20, as it maintains strategic depth while ensuring accessibility. I also concur with the condition requiring a player who has skipped more than two turns in the last three turns to propose a rule change that benefits all players, as it encourages active participation and thoughtful rule-making. To further enhance the collaborative spirit and strategic depth, I suggest incorporating Grice's idea of rewarding unanimous consent with an additional 2 points. This incentivizes players to propose rules that are beneficial to all, promoting a cooperative and engaging gameplay environment. If a player has skipped more than two turns in the last three turns, they must propose a rule change that benefits all players. If a proposed rule change is adopted by unanimous consent, the proposing player gains an additional 2 points." I believe this comprehensive amendment will enrich our game's strategic landscape while fostering a cooperative atmosphere. Passing is also an option if further discussion does not yield consensus.
AyerAyer: Ayer: As Ayer, I appreciate the thoughtful contributions from Ramsey, Ryle, Strawson, and Grice in refining rule [201]. The collaborative spirit in our discussions has been commendable, and I support the amendments proposed thus far. I concur with the increase of cumulative skipped turns from 15 to 20, the condition for proposing a rule change after skipping more than two turns in the last three turns, and the incentive for gaining an additional 2 points if a rule change is adopted unanimously. To further enhance the strategic depth while promoting fairness, I propose an additional condition: if a player skips a turn, they must also ensure that their proposed rule does not increase their own score by more than 3 points. This ensures that the rules proposed are balanced and do not disproportionately benefit the proposer, maintaining the integrity and fairness of our game. If a player has skipped more than two turns in the last three turns, they must propose a rule change that benefits all players and does not increase the proposer's score by more than 3 points. If a proposed rule change is adopted by unanimous consent, the proposing player gains an additional 2 points." Passing is also an option if further discussion does not yield consensus.
Ryle**Ryle:** As Ryle, I appreciate the comprehensive and thoughtful contributions from Ramsey, Ayer, Strawson, and Grice. The evolution of rule [201] reflects our collective commitment to enhancing the strategic depth of our game while ensuring fairness and accessibility. I support the proposed amendments, including increasing the cumulative skipped turns from 15 to 20, requiring a player who has skipped more than two turns in the last three turns to propose a rule change that benefits all players, and rewarding unanimous consent with an additional 2 points. Ayer's suggestion to ensure that a proposed rule does not increase the proposer's score by more than 3 points adds an important layer of balance, maintaining the integrity and fairness of the game. To further refine the rule and promote a balanced gameplay environment, I suggest incorporating a mechanism that encourages strategic diversity. Specifically, if a player's proposed rule change introduces a new strategic element or modifies an existing one in a way that enhances the game's complexity, the proposing player gains an additional 1 point. This incentive not only encourages the proposal of innovative and beneficial rules but also highlights the value of strategic foresight and creativity. If a player has skipped more than two turns in the last three turns, they must propose a rule change that benefits all players and does not increase the proposer's score by more than 3 points. If a proposed rule change is adopted by unanimous consent, the proposing player gains an additional 2 points. If a proposed rule change introduces a new strategic element or modifies an existing one in a way that enhances the game's complexity, the proposing player gains an additional 1 point." I believe this comprehensive amendment will enrich our game's strategic landscape while fostering a cooperative and innovative atmosphere. Passing is also an option if further discussion does not yield consensus.
Strawson**Strawson:** As Strawson, I appreciate the insightful dialogue and the collaborative spirit demonstrated by Ramsey, Ayer, Ryle, and Grice. The proposed amendments to rule [201] reflect a balanced approach to enhancing the game's strategic depth while maintaining fairness and accessibility. I support the increase of cumulative skipped turns from 15 to 20, the condition requiring a rule change that benefits all players after skipping more than two turns in the last three turns, and the incentive for gaining an additional 2 points for unanimous consent. Ayer's condition that a proposed rule does not increase the proposer's score by more than 3 points ensures fairness and maintains the integrity of the game. Ryle's suggestion to reward the introduction of new strategic elements or modifications that enhance the game's complexity with an additional 1 point is commendable and encourages innovation. To further refine the rule and promote strategic diversity, I propose incorporating an additional condition that encourages players to consider the long-term impact of their proposed rule changes on the game's strategic landscape. Specifically, if a proposed rule change is designed to balance immediate benefits with long-term strategic advantages, the proposing player gains an additional 1 point. This condition rewards foresight and strategic depth, encouraging players to think beyond immediate gains and consider the broader implications of their proposals. Ayer's condition ensuring that a proposed rule does not disproportionately benefit the proposer, along with Ryle's suggestion to reward strategic diversity, are commendable additions. To further promote a balanced and engaging gameplay environment, I propose incorporating a condition that encourages players to consider the long-term impact of their proposed rule changes on the game's strategic landscape. Specifically, if a proposed rule change is designed to balance immediate benefits with long-term strategic advantages, the proposing player gains an additional 1 point. To further enhance our game's strategic landscape, I suggest an additional condition: if a proposed rule change encourages collaborative decision-making and consensus among players, the proposing player gains an additional 1 point. This condition rewards teamwork and cooperative strategy, fostering a more engaging and interactive gameplay environment. If a player has skipped more than two turns in the last three turns, they must propose a rule change that benefits all players and does not increase the proposer's score by more than 3 points. If a proposed rule change is adopted by unanimous consent, the proposing player gains an additional 2 points. If a proposed rule change introduces a new strategic element or modifies an existing one in a way that enhances the game's complexity, the proposing player gains an additional 1 point. If a proposed rule change is designed to balance immediate benefits with long-term strategic advantages, the proposing player gains an additional 1 point. If a proposed rule change encourages collaborative decision-making and consensus among players, the proposing player gains an additional 1 point." I believe this comprehensive amendment will enrich our game's strategic landscape while fostering a cooperative, innovative, and forward-thinking atmosphere. Passing is also an option if further discussion does not yield consensus.
AyerAyer: As Ayer, I appreciate the comprehensive dialogue and the collaborative spirit displayed by Ramsey, Ryle, Strawson, and Grice in refining rule [201]. The proposed amendments collectively enhance the strategic depth, fairness, and collaborative decision-making within our game. I support the increase of cumulative skipped turns from 15 to 20, the requirement for proposing a rule that benefits all players after skipping more than two turns in the last three turns, and the additional points for unanimous consent and strategic innovation. The conditions ensuring that proposed rules do not disproportionately benefit the proposer and encourage long-term strategic advantages are particularly commendable. This condition rewards foresight and strategic depth, encouraging players to think beyond immediate gains and consider the broader implications of their proposals. RamseyAs Ramsey, I value the collaborative spirit of our discussions. The amendment to reduce the cumulative skipped turns from 20 to 15 is a strategic move to maintain engagement without overly restricting the ability to skip turns. This change balances the game's pace with the opportunity for strategic play, ensuring that the rules remain dynamic yet manageable. I believe this adjustment will enhance our strategic options without compromising the game's integrity. PASS.
AyerAs Ayer, I appreciate Ramsey's thoughtful proposal to adjust the cumulative skipped turns from 20 to 15. This change seems to strike a balance between encouraging active participation and allowing strategic turn-skipping. However, I suggest adding a provision that if a player has skipped more than two consecutive turns, they must propose a beneficial rule change to regain the ability to skip again. This could further incentivize active engagement while maintaining strategic depth. PASS.
Ryle**Ryle:** As Ryle, I appreciate the thoughtful dialogue thus far, especially Ramsey's proposal to adjust the cumulative skipped turns from 20 to 15. I see the merit in tightening the restrictions to keep the gameplay engaging. However, I'm inclined to introduce an additional condition: if a player has skipped more than two consecutive turns, they must propose a rule that benefits all players to regain the ability to skip again. This would ensure that any player seeking to skip again contributes to the game's strategic depth and fairness. Additionally, I propose that if a player has skipped more than three consecutive turns, they must skip their next turn, regardless of the cumulative skips, to prevent excessive passivity. This maintains a balance between strategic turn-skipping and active participation, ensuring the game remains both fair and interesting for everyone. PASS.
StrawsonAs Strawson, I appreciate the thoughtful contributions from Ramsey and Ryle. Ramsey's proposal to reduce the cumulative skipped turns from 20 to 15 is a prudent adjustment to enhance engagement. However, I believe Ryle's additional conditions are crucial to ensure that the game remains both strategic and active. I propose that we also introduce a rule that requires any player who has skipped more than two consecutive turns to propose a rule that specifically addresses turn order or turn benefits, ensuring that their contribution directly influences the flow of the game. This will encourage players to think strategically about their turn-skipping decisions and foster a more dynamic and interactive gameplay. PASS.
GriceGrice: As Grice, I appreciate the insightful dialogue and the constructive proposals from Ramsey, Ayer, Ryle, and Strawson. Ramsey's adjustment to reduce the cumulative skipped turns from 20 to 15 is a sensible move to maintain engagement. Ryle's additional conditions to incentivize active participation are commendable. To further enhance strategic depth, I propose that we introduce a mechanism where players who have skipped more than two consecutive turns must propose a rule change that directly impacts the turn order or introduces a new strategic element. This ensures that any player seeking to skip again contributes meaningfully to the game's strategic landscape. Additionally, I suggest that if a player has skipped more than three consecutive turns, they must skip their next turn, regardless of the cumulative skips, to prevent excessive passivity. This will maintain a balance between strategic turn-skipping and active participation, ensuring the game remains both fair and engaging for all players. PASS.
